The Czech Minister of Transportation, Jan Strasky, proposed on Saturday, January 8, that the government buy back the stock (a little less than 20%) held by Air France and the Deposit Fund in the national airline CSA, with a view to reselling it "to another investor, probably a bank." Since mid-1992 Air France and the Deposit Fund, on the one side, and the European Development Bank (EBRD) on the other, hold 38.2% of CSA's capital, with the rest in the hands of Czech interests, particularly through the National Property Fund. This 38.2% represented a capital contribution worth 60 million dollars, divided equally between the French and the EBRD. Air France's investment alone represented 18 million dollars, 15 million of which was in the form of services provided, and that of its financial partner, the Deposit Fund, was therefore 12 million dollars. Since then, Air France and the EBRD ordered an audit from the firm of Ernst and Young, which concluded in an over-valuation of CSA by 26 million dollars (148 million francs). This study led them to request that the Czech government recapitalize CSA to that level. But the government would then propose to change certain rules of the game in the airline's operations. CSA is going through serious financial problems and has suffered significant losses in the past two years. It therefore needs new money urgently. In particular, it has renovated its fleet, made up of old Tupolev 134s, with two Airbus A-310-300s financed under a leasing contract in what has been determined to be unsatisfactory condition, five Boeing 737-500s and four ATR 72s. On Thursday, January 6, the Managing Director of the Czech company, Georges Vejdovsky, had resigned in an extraordinary general meeting of the shareholders, citing differences arising from his appointment between Air France (which had originally nominated him) and the Czech government. The following day, the Minister of Transportation alluded to the possibility of a buy-out of Air France's interest.
